Google AdManager: Make sure to use the fields

  1. SecondaryGoalType_c in Object Ad_Type (The type of the secondary goal for a campaign item. It defines the period over which the goal for a campaign item should be reached.)

  2. SecondaryGoalQuantity_c in Object Campaign_Item (The quantity of the secondary goal for a campaign item. It defines the goal number of impressions for the campaign item to be reached.)

which will be mapped to the impression limit in Google AdManager. This works similarly to Goal Type and Goal Percent.
