When you open the Geo tab in your product configuration, you find three columns titled Selected Countries, Selected Regions and Selected Cities (1). You are able to target whole countries, or narrow it down to regions or cities. To add geo targeting for an item or to edit existing targeting information, click the Edit button (2).
