If you like to use Device Targeting please add this tab to the Media Configuration by configuring the device tab 7.2.2 Setup Media Configuration. This might then look like this:

Please make sure that you are using exact wording in your picklist otherwise, you will not be able to transfer the targeting values to DFP.
